Il progetto eBIZ è stato lanciato dalla Commissione Europea ed è condotto da
EURATEX (Confederazione Europea dell’Industria Tessile e Abbigliamento), CEC
(Confederazione Europea dell’Industria della Calzatura) e dall’italiana ENEA, con l’obiettivo di armonizzare le procedure di scambio dati e-Business per le imprese europee della moda: Tessile, Abbigliamento e Calzaturiero (TCF acronimo in inglese).
Con e-Business ci si riferisce allo scambio elettronico di dati (ad esempio ordini) all’interno della filiera produttiva che si basa sull’uso di tecnologie ICT che sostituiscono altre forme di comunicazione meno efficienti.
L’armonizzazione e-Business è stata raggiunta attraverso l’Architettura di Riferimento eBIZ, che descrive un quadro per l’interoperabilita dei sistemi in uso nelle aziende della filiera basato sulle lezioni ed i risultati delle principali esperienze realizzate in Europa negli anni precedenti.
In ultima analisi il progetto eBIZ promuove la diffusione di tecnologie ICT, in particolare l’ eBusiness, nel comparto della moda ed in particolare per le PMI.
Dopo aver sviluppato e testato in 150 aziende l’Architettura di Riferimento, a partire dal 2010 i lavori del progetto si concentrano sulla promozione dei risultati, in particolare tramite eventi nazionali eBIZ organizzati in diversi stati Europei.

| Prendendo spunto dalla istituzione del nuovo "contratto di rete", ENEA e www.retidimpresa.eu organizzano a Roma workshop sul tema. |
In base alla legge 33 del 9 Aprile 2009, le imprese che intendono costituire una “Rete d’Impresa” attraverso la formalizzazione del “Contratto di Rete”, per dar vita a collaborazioni tecnologiche e commerciali e per acquisire maggiore maggiori livelli di competitività e di capacità di fare innovazione, possono anche accedere ad agevolazioni
amministrative, finanziarie e per ricerca e sviluppo.
Alla Rete d’Impresa si applicano le disposizioni concernenti i distretti produttivi, il che comporta, per esempio, la possibilità di presentare istanze e avviare procedimenti amministrativi mediante unico procedimento collettivo o la stipula di convenzioni anche di tipo collettivo con istituti credito.
Nel corso del convegno sono stati illustrati contesto e finalità delle Reti d’Impresa nonchè i servizi di supporto che si stanno predisponendo per agevolare le costituende Reti, con particolare riferimento al comparto agro-alimentare ed alle sue potenzialità.

The eBIZ results and upcoming activities were presented at the GS1 Regional Forum in Brussels.
Focused on “Modernising ICT Standardisation in the EU” the event took place under the umbrella of the GS1 next Global Forum.

The event took place under the umbrella of the GS1 next Global Forum and was participated by more the 150 GS1 delegates from over 40 European Member Organisations.
eBIZ was jointly presented by both the project coordinator EURATEX and GS1 representatives, who gave insights from different view-points on the achieved results for e-Business harmonisation for the fashion industry. The presentation was particularly useful to mobilise support from GS1 Member Organisations to promote eBIZ at national level in Europe and beyond.

The European Committee for Standardization (CEN) in Brussels has launched an e-Procurement framework to connect public organizations and private companies in the European Community.
This will lead to increased e-commerce within the European Union and lower costs. Brussels (14 January 2010) – The new CEN Workshop Agreement on ‘Business Interoperability Interfaces’ (BII), was published today. It streamlines the processes in the supplier exchange and will have a huge impact on procurement in Europe. e-Business and e-Procurement are high on the political agenda of the European Union. The European Commission made the development of an e-Procurement framework a top priority in both the 2002 and the 2005 eEurope Action Plans. The Manchester Declaration states that by 2010 all public institutions must have the capability to carry out 100 % of their procurement electronically. “The support of the European Commission and European governments makes this the right time to invest in e-Procurement", said Peter Borresen, chairman of the CEN Workshop. This integration requires precisely defined interfaces on both sides. Besides the technical requirements, the semantics and the business part of the transaction have to be agreed upon.
In this context, different jurisdiction regions, which might constitute an obstacle when moving towards a free and open European Market, have to be considered as well. Adding to the challenge are different interpretations of the EU Directive concerning electronic business. All of this calls for a clear definition and understanding of the business rules for e-Procurement.
The new e-Procurement framework supports cross border transactions, a very important asset of the European Union. Trading transactions within the community form the major share of all import and export transactions in all the member states. It is therefore important that those trading transactions are supported by cross border integration of the IT systems used by the partners involved.

Il progetto eBIZ-TCF, a seguito dell'interesse dimostrato da molti stakeholder europei ha una estensione di 6 mesi per la disseminazione e per attivare un Gruppo di Interesse europeo eBIZ Interest Group, aperto alle parti interessate.

The eBIZ-TCF public conference in Brussels of October 21-22 2009 has marked the conclusion of the testing
phase of the Reference Architecture with the eBIZ Pilots.
Based on the promising results achieved, the conference has also marked the strong
interest and support of many European stakeholders, including companies and
sector associations, to further pursue harmonised eBusiness for the fashion industry
in the global economy.
Welcoming such interest a six months eBIZ project extension is granted for the
purpose of disseminating the project results and extending the impact of eBIZ,
towards a single electronic language.
Accordingly the eBIZ Interest Group has been set up and is open towards the
interested parties, detailed information will follow today in another message.
The project extension is specifically focused on the scope of the eBIZ Interest Group.

Obiettivi
Il workshop si propone di presentare un'analisi e favorire una discussione sul ruolo sempre più rilevante della interoperabilità nell’ambito della ricerca scientifica, dello sviluppo tecnologico e delle applicazioni. Nel workshop verranno presentate alcune attività di ricerca e sviluppo in corso, sia condotte presso le istituzioni partner dell’Interop-VLab.it che più in generale nell’ambito delle comunità di riferimento. Alcuni progetti in corso verranno illustrati per testimoniare la crescente importanza dello sviluppo di strumenti e infrastrutture di interoperabilità per attività integrate, con conseguenti ricadute e prospettive per il mondo delle imprese e della Pubblica Amministrazione.
Argomenti
Questa edizione del workshop coniugherà la tematica dell’interoperabilità con la tematica della sicurezza declinata nei suoi diversi ambiti. Una particolare attenzione sarà rivolta alla interoperabilità tra sistemi per la sicurezza del territorio, inclusa la tutela dei beni culturali. Tale tematica sta attirando, infatti, una grande attenzione nazionale alla luce dei recenti tragici avvenimenti dell’Aquila.

This group aims to support discussion and diffusion of the standardised specifications for data exchange that were developed in the last ten years in Europe and that have been finally consolidated in the framework of the eBIZ-TCF project.
The group aims to inform, discuss the obstacle and barriers that still are in place and the ways to overcome them and foster adoption towards industry, with a focus on European Small and Medium Enterprises.
The eBIZ-TCF project (www.ebiz-tcf.eu) is a 2-year cooperation project launched in January 2008 by the European Commission to boost e-business processes in the Textile/Clothing and Footwear (TCF) Industries.
In an increasingly complex and fast-changing trade/economic environment, the fashion and footwear industries requires fast time-to-market reaction.
Standards and agreed reference architectures allow suppliers, manufacturers and retailers to connect their businesses within the value chain.
Despite lot of initiatives in the fashion industry, standardisation and widespread adoption by users, were still lacking until now.
Euratex and CEC together with their national member federations, as well as the EU Commission, CEN/ISSS, GS1 and others have been involved in e-business standardisation issues for the fashion industry in recent years.
-B2B standard specifications have been developed within the framework of ESOs (European Standardisation Organisations): CEN/ISSS TexSpin and TexWeave for textile-clothing, CEN/ISSS FINEC for footwear and other related to initiatives and projects like eTexML, Visit, Moda-ML, EFNET2/3, CECMADESHOE, SHOENET; all these initiatives, with a wide involvement of industry associations, have prepared a background of analysis and specifications that is (almost) ready to be implemented by the industry thanks to eBIZ-TCF.

Eurostars is a funding programme specifically dedicated to SMEs. The Programme is open for funding applications on a continuous basis, with an average of two application submission deadlines each year.

TED NELSON'S ALTERNATIVE COMPUTER SCIENCE
Theodore Holm Nelson è uno dei principali inventori, visionari e
opinion maker dell'informatica moderna. Padre storico degli ipertesti,
anticipatore e ispiratore del World Wide Web, polemista feroce,
oratore tagliente e ispirato, Nelson ha contribuito in maniera
determinante a formare la percezione comune di informatica, rete di
computer, ipertesti, accesso all'informazione via computer. Il suo
primo libro, Computer Lib (1974), autopubblicato come collage di
frammenti di testi dattiloscritti, fotocopie, schemi e disegni alla
maniera del Whole Earth Catalog, introdusse il mondo alla rivoluzione
culturale dei personal computer. Il suo secondo libro, Literary
Machines (1981) ha portato alla conoscenza del grande pubblico le
teorie sui sistemi ipertestuali da cui, tra gli altri, Tim Berners Lee
prenderà ispirazione per l'invenzione del World Wide Web. Ultimamente,
con Geeks Bearing Gifts (2008), Ted presenta una personalissima
panoramica di temi, persone, amicizie e odi che hanno creato il mondo
dell'informatica in cui viviamo.
Ted Nelson è ha una laurea in filosofia allo Swarthmore College (USA),
un master in sociologia a Harvard (USA), un dottorato in semiotica
alla Kejo University (Giappone), è fellow del Wadham College di Oxford
dal 2004, ha ricevuto il riconoscimento francese di "Officier des Arts
et Lettres" nel 2001, ed ha ottenuto nel 1998 il Yuri Rubinski
Memorial Award,

It is generally believed that the constructs of the computer world --
hierarchial directories,
lump files, paper simulation and separated windows -- are the very
nature of the computer.
We call these things "computer basics" and teach everyone that things
must be that way. In fact
these constructs were designed by people, based on a continuing
system of traditions. It is my
view that today's computer documents and structures are quite unsuited
to human life and human
thought. I will show alternatives.

It is generally believed that the computer world must be based on
hierarchy, paper simulation and
narrow databases which must be conected together.
This workshop will present three things:
- Transliterary (Xanadu®) documents-- parallel pages with visible
connections and origins of content
- hyperthogonal data structure (unbounded free-form multidimensional
systems of cells for unbounded database)
- the FloatingWorld viewer-- a 3D viewing mechanism allowing
continuous presentational transitions (based on
OpenGL and hyperthogonaol structure)
All these are unbounded and nonhierarchical and freed from paper
simulation.
In particular, we will offer hands-on work with
- the design of transliterary documents and their xanagrams
- hyperthogonal data structure (unbounded free-form multidimensional
systems of cells).

Il workshop è rivolto ai professionisti delle piccole, medie e grandi imprese che sono alla ricerca di tecnologie innovative che forniscano l'accesso al mondo IT, senza tuttavia interferire con le attività lavorative primarie.
Lo sviluppo e l’integrazione di tecnologie di questo tipo è stato l’obbiettivo di wearIT@work, Progetto Integrato del VI Programma Quadro della ricerca cofinanziato dalla Comunità Europea, che è il maggior progetto al mondo nel settore del Wearable Computing.
Durante il workshop saranno presentati esempi applicativi reali in diversi settori di business, e sarà possibile vedere in funzione alcune delle tecnologie e delle soluzioni sviluppate all’interno del progetto. I partecipanti, infatti, potranno provare personalmente un DemoKit, che riassume alcune delle funzionalità base di Wearable Computing.
Sarà così possibile verificare l’applicabilità di questa tecnologia in tutti i più svariati ambiti lavorativi in cui ci si trova a dover coniugare la mobilità dell’operatore con l’accessibilità ad un sistema informativo.

The Reference Architecture is an open framework for interoperability of different data-exchange-systems used by suppliers, manufacturers and retailers of the Textile/Clothing and Footwear (TCF) industries.
This latest version includes updates on the data model specifications and on the communication middleware. In particular, to support the pilots users, special attention has been paid to aspects of compliancy with the Architecture and compliance with GS1 data models and identification system.
This third release is published at the end of February 2009 and represent the, almost, final lay out. The next releases will take into account all final comments and improvements proposed by the stakeholders including the 13 eBIZ pilots that are running in the final year of the eBIZ-TCF project.
Comparing to previous releases in 2008, this version major improvements are:
- Improvements in the reference documents related to data models and eBusiness processes for the upstream (manufacturing networks) relationships of the supply chains for Textile Clothing and Footwear.
- Detailed description of (the requirements for) the middleware for communication and data transport.
- Samples for communication middleware based on the ebXML / ISO TS 15000 specifications.
- Complete set of use profiles based on UBL 2.0 for the data models related to the downstream (supplier to retail) relationships of the supply chains for Textile Clothing and Footwear.
- Criteria for compliance of pilots with the architecture.
- Level of compliance with GS1 data models.

Over the years, eGovernment programmes and projects across Europe have been
describing services and other resources (e.g. document collections) for use by systems
and applications to serve citizens, business and administration agencies. One of the
challenges across those programmes and projects is to bring together information that
is created and maintained in different places under different mandates and authorities
and offer that information in an integrated way to the various audiences. Providing
eGovernment services involves a substantial amount of co-operation and sharing.
The CEN/ISSS eGov-Share Workshop1 was established in February 2008 with the aim
to help designers and developers of these eGovernment systems and applications by
developing approaches and tools to facilitate the sharing of information across
agencies and across borders. In earlier work at CEN, the European Committee for
Standardization, participants in the eGovernment Focus Group2 showed a great interest
in increasing co-operation and sharing, which led to the establishment of the eGov-
Share Workshop.

Today’s societies are facing increasingly complex issues, unprecedented in the history of mankind, and serious risks of breakdowns are in sight, as far as environmental, economic and social issues are concerned. In order to avoid major worldwide crises, industrial, emerging and developing countries will need to agree, sooner or later, on an alternative way forward, based on a true sustainable development, a more sustainable economic growth, more equally shared resources. What is at stake is durable innovation paths for companies and, ultimately, the wellbeing of all citizens of the world to be measured by new indexes going “beyond GDP”.
Information and Communication Technologies (ICT) will play a central role in this future, not only because ICT have become in just two decades a key driver of the development of all countries worldwide, but also because ICT can efficiently contribute to the achievement of the revised economic, social and environmental objectives which this future envisages. Moreover, Europe is undoubtedly well placed to proactively promote this new concept of progress towards a true sustainable future.
In this context, the “ICT for a global sustainable future” conference is organised, with the support of the PARADISO project, on January 22-23, 2009 at the European Commission in Brussels (Charlemagne building, 170 rue de la Loi).
The event officially takes place under the aegis of the European Commission and takes advantage of the support of many leading organizations: the OECD, UNESCO, ITU, WWF, the Club of Rome (European Support Center), the World Future Council, and the Forum for the Future.
The event will give the opportunity to participants to thoroughly understand and discuss what is at stake and which research areas can be usefully explored in the short and in the longer terms so that appropriate infrastructures, applications and services, based on Information and Communication Technologies, can be available tomorrow for the citizens of the world.
The event will start on Thursday, Jan. 22 at 10:00am and will be officially opened by European Commissioner Viviane Reding. It will end on Friday, Jan. 23 at 4:30pm. The first day will be mainly devoted to keynote addresses, visions presented by supporting organisations and contributions from worldwide experts in ICT and societal developments, addressing the various issues summarised above. The second day will focus on “the way forward”, will include presentations and discussions related to the “PARADISO reference document” disseminated prior to the event, and will eventually discuss a possible roadmap to efficiently build on event outputs.
Over 400 individuals and organisations, active or interested in the areas of ICT and of societal developments are expected to attend. Even if registration for the event is free of charge, pre-registration is compulsory, due to security rules linked to access to event venue. Moreover, early registration is strongly recommended since, due to room capacity constraints, the registration process may be closed prior to the event.
Please note that there is no Call for papers published for this conference but that some contributions submitted in response to the open consultation launched following the release of the draft version of the PARADISO reference document will be selected and presented during the conference. We therefore invite you to submit a contribution to the Open consultation.

The CEN/ISSS eBusiness Interoperability Forum (eBIF) serves as the European platform for considering interoperability solutions related to eBusiness, and making strategic recommendations on standardization activities required to achieve this.
eBIF contributes to closing the gap between business requirements and standards development on the one hand and to increasing the deployment and implementation of standards serving the needs of the potential beneficiaries and stakeholders on the other hand. eBIF promotes the exchange of information and networking among key actors in eBusiness standards developments. eBIF counts forty members coming from the private and public sectors.
Since 2003, eBIF has developed close understanding and dialogue with the main European and international initiatives designed to support the adoption of eBusiness by industry, for instance the European eBusiness Support Network, the Sectoral eBusiness W@tch, Enterprise Interoperability Centre and UN/CEFACT. eBIF aims to further develop these synergies and to use the Conference as an opportunity to involve other parties.
CEN (European Committee for Standardization), in collaboration with Equens, NEN and ECP.NL, has the pleasure to invite you to the 4th eBIF Conference, to be held in Utrecht on 8 and 9 December 2008. ASSE 1 - Ricerca industriale e trasferimento tecnologico
Progetti di ricerca collaborativa delle PMI con laboratori di ricerca e centri per l'innovazione
Il bando sostiene progetti di ricerca industriale e sviluppo sperimentale presentati da PMI, e che prevedano la collaborazione con laboratori di ricerca della Rete Alta Tecnologia dell'Emilia-Romagna, delle università o degli enti di ricerca.
Le grandi imprese possono partecipare solo se in collaborazione con almeno 3 PMI (ATI).
Il cofinanziamento della Regione potrà essere al massimo del 50% per le attività di ricerca industriale e del 35% per le attività di sviluppo sperimentale, e non potrà comunque essere superiore a 250.000 euro per ogni progetto.
Le risorse a disposizione sul bando sono pari a 20 milioni di euro.
La domande dovranno essere presentate entro il 14 novembre 2008.

favore delle piccole imprese, in attuazione dell' Attività II 1.1 e dell'
Attività II 1.2 Asse 2 - Sviluppo innovativo delle imprese del POR FESR
2007-2013. Le due attività sostengono l'innovazione organizzativa, anche per
reti d'imprese, attraverso l'introduzione nelle aziende di strumenti informatici
e telematici avanzati.
L'agevolazione prevista consiste in un contributo in c/capitale a fronte di un
investimento diretto effettuato dall'impresa, singola o associata, fino ad una
misura massima del 50% della spesa ritenuta ammissibile.
I soggetti interessati alla realizzazione dei progetti sono piccole imprese in forma singola, le ATI,
Associazioni Temporanee di Imprese costituite o ancora da costituire, i Consorzi costituiti anche in forma cooperativa.
Le risorse a disposizione sul bando sono pari a 15 milioni di euro.
La domande dovranno essere presentate entro il 15 ottobre 2008.
ASSE 3 - Qualificazione energetico - ambientale e Sviluppo sostenibile
1. Innalzare la dotazione energetica ambientale delle aree produttive
2. Sostegno a progetti innovativi nel campo delle tecnologie energetiche ambientali volti al risparmio energetico e all'utilizzo di fonti rinnovabili.
Le risorse a disposizione sul bando sono pari a 20 milioni di euro.
La domande dovranno essere presentate entro il 31 ottobre 2008.

Many small companies will be required to use electronic documents and handle the business relationships with their suppliers, customers and even with administrations over EDI solutions.
Decisions in this area are not just based on technology and standards – they require a level of confidence that these technologies can solve the specific challenges the users have. Ensuring the Interoperability between the different solutions and standards is the key for the global success of EDI.
In this prospect ETSI’s Plugtests™ service in cooperation with the CEN/ISSS eBES group is organizing this interoperability test event.
In addition, together with our partners KIEC/KorBIT and NIST there will be the opportunity to perform conformance testing for B2B communication: ebXML, W/S, AS2, FTP, etc. as well as business document mapping and business processes.
This event will provide the eInvoicing, eProcurement, and eBusiness user communities the opportunity to:
Apply B2B communication, messaging technologies and tools to their own business documents and transactions.
Test the interoperability with other partners in their own application space.
Test the interoperability between different messaging standards using Gateways.
Refine the design of an interoperable solution with their partners and set the basis for interoperability rules and best practices within their community.

On 11 March 2008, the Commission adopted a Communication on "Towards an increased contribution from standardisation to innovation in Europe", responding to the invitation of the Council.
The Communication places in focus a greater contribution from standardisation to innovation and competitiveness.
The main points of the Communication are the following:
While the lack of standards, or the slow updating of existing standards hamper the uptake of innovation, standardisation that is lively and strong has the power to accelerate the access of innovation to both domestic and global markets
A strong role for Europe in international standardisation is also a means of capitalising on European leadership in new markets and of gaining first-mover advantages in global markets
Industry and other stakeholders are particularly invited to accelerate their cooperation in the development, implementation and use of standards supporting innovation in relation to the sustainable industrial policy, the sectors identified in the EU initiative on lead markets, and other areas particularly relevant for innovation
Standardisation needs to adapt to the needs of innovation, and to respond to the challenges which globalisation, the emergence of new economic powers, and the evolution of technology present for the process of standardisation itself. The Communication proposes to Member States, industry, users, standards bodies and other stakeholders of standardisation nine key elements for focusing EU standardisation policy on innovation. The intention is increase the impact of Europe in global standardisation, to facilitate the inclusion of new knowledge in standards, to make effective the access to standardisation to all, in particular to SMEs, to accelerate the uptake of standards by users, and to reinforce the infrastructure of European standardisation.

The Group is composed of stakeholders from the public sector and large and small enterprises as well as financial services providers and standardisation organisations. Its mandate is to design a "European Electronic Invoicing Framework" (EEIF) by 2009.
This framework should promote the emergence and the development of open and interoperable e-invoicing services across Europe, bringing huge benefits to citizens and business, including SMEs, throughout the Internal Market. Currently, technical complexity, legal uncertainty, and operational constraints are the main barriers which prevent the uptake of interoperable cross-border e-invoicing solutions. The Expert Group will identify the barriers and formulate recommendations to address them. The Group is expected to provide a mid-term report to the Commission by the end of 2008, and its final report, containing a draft EEIF, should be available by the end of 2009.

Given the critical importance of an efficient European ICT standardisation policy, the Commission is organising an open meeting to present and discuss the recommendations of a recent study on "The specific policy needs for ICT standardisation".
Mr Günter Verheugen, the European Commission Vice-President responsible for Enterprise and Industry will open the conference.
Information and Communication Technology services and applications are developing fast in today’s global economy. At the same time, ICT products and services have become an integral part of our everyday life.
Europe must create an environment which meets both industry’s needs and society’s expectations; to promote the competitiveness of European industry while ensuring that all citizens can further benefit from the opportunities created by the Information Society.
The European standardisation system aims to balance industrial requirements with society’s expectations and to provide public authorities with the standards they need to help them implement legislation in support of agreed policies.
However there were concerns that the European ICT standardisation policy could not respond to these expectations to the degree required. The European Commission therefore launched a study on 'The specific policy needs for ICT standardisation' to analyse the current state of European ICT standardisation policy and to present recommendations for its future development. First discussions on the results of the study including its recommendation for a new policy direction, have been held with a number of key stakeholders.
Given the critical importance of an efficient European ICT standardisation policy, the European Commission is now organising an open meeting in the Charlemagne Building, Rue de la Loi / Wetstraat 170, Brussels on 12 February 2008 to present and discuss the study recommendations more widely with all interested parties.

The legal and technical analysis of the usage of eSignatures in the framework of eGovernment
services underlines the existence of some interoperability problems and highlights the need for a
mutual recognition framework. The adoption of common standards for eSignatures can help to
avoid some of these interoperability issues.
The existing eSignatures standards are quite
complex and numerous. They have to respond to the business needs to permit the development
of interoperable applications.
The Commission has commissioned two studies in order to have a clear overview of the
interoperability problems in the area of eGovernment services and to have an assessment of the
standardization model underpinning the Directive.

This conference will show the achievements of the "Digital Business Ecosystems" systemic approach, which empowers the SMEs and allow them to participate actively to the global economy, exploiting all dimensions of the dynamic collaboration and networking: networking the organisations, networking the services, networking the knowledge and the capacities.
The open and distributed philosophy of the the digital ecosystems, fosters the local development, enabling SME's collaboration and their integration in the global market. The networking of knowledge, services and business actors is supported by specific (necessarely distributed and open source) technologies and infrastructures, which create a "digital ecosystems" of services, ideas and capacities.
This event would show, how this collaborative open source ecosystemic evolutionary approach allowed in three years:
- to define new technologies and paradigms based on people and business networking able to self-organise and evolve;
- to forge applications and idea;
- to develop working prototypes of evolutionary open and free platforms;
- to transfer the research results and their adoption in regional pilots,
- to form a vibrant scientific community, a network of pilot regions,
- to get the first applications used by SMEs.
This Conference addresses the future of the economy and the role of social, technical and knowledge networks for growth and employment; it aims at presenting the tangible achievements reached within the collaborative European Community research and deployment within the open-source Digital Business Ecosystems approach, but also its future perspectives for development.
The European Commission celebrates the achievements of the last 3 years phase of the Digital Ecosystem projects with this Conference. The project's main achievements - in terms of research and in terms of deployment - will be presented. Two round tables would debate the future perspectives of the European Digital Ecosystems.
The open source champion Bruce Perens will address the opening speech. Each session will be opened by high-level keynote speakers providing an inspiring vision of the future and addressing the challenges ahead for creating a favourable environment for SMEs in a network-based economy. Two round tables composed by Members of the European Parliament, and Regional policy makers will debate the future perspectives for development.

In 2006, the European Commission has started the revision of the European Interoperability Framework (EIF) and the Architecture Guidelines (AG).
Background
Promoting the concept of interoperable systems is at the heart of the IDABC strategy.
Several documents have been elaborated and published in this area; these include the publication of the European Interoperability Framework (EIF 1.0), the Architecture Guidelines (AG 7.1), a working paper on semantic Interoperability, a XML Clearinghouse feasibility study, a study on Infrastructure for cross-border eGovernment services and recommendations for promoting open document exchange format.
The "European Interoperability Framework" (EIF) is extremely well received in the world of public administrations in Europe (and elsewhere) and is often referenced as one of the basis documents when interoperability is discussed.
Many Member States of the European Union have initiated works on interoperability and at present established national interoperability frameworks or similar interoperability guidelines in order to provide guidance to project managers and procurement officers.
Context of the revision
Taking into account the progress made in this area, the rapid evolution of the technology and the wish to come to a document that will no longer be limited to the IDABC context, the process to prepare a second version of the EIF document has started. This second version will be written in close collaboration with the relevant Commission services and with the Member States. Other, indirect stakeholders will be given the opportunity to provide their input. This second version is expected to be ready in 2008.
The second version of the European Interoperability Framework will take into account the national interoperability frameworks and related activities that today either already exist in the Member States or are being prepared.
At the start of the European Interoperability Framework revision process, the Commission asked Gartner inc. to make a study, situating the European Interoperability Framework in relation to the current practices in the Member States and elsewhere and to give an independent view on the revision process and on its desired outcome.
The EIF v2.0 will represent an official Commission position with the publication of a Communication from the Commission to the Council and to the Parliament.

Promoting the concept of interoperable systems is at the heart of the IDABC strategy.
Several documents have been elaborated and published in this area; these include the publication of the European Interoperability Framework (EIF 1.0), the Architecture Guidelines (AG 7.1), a working paper on semantic Interoperability, a XML Clearinghouse feasibility study, a study on Infrastructure for cross-border eGovernment services and recommendations for promoting open document exchange format.
The "European Interoperability Framework" (EIF) is extremely well received in the world of public administrations in Europe (and elsewhere) and is often referenced as one of the basis documents when interoperability is discussed.
The preparatory study
The European Commission initiated the EIF and AG revision preparatory study in August 2006 and has commissioned the Gartner Group represented by Gartner Belgium bvba in order to get their recommendations. Gartner has delivered the final report in May 2007.
Although the people from Gartner spoke with many stakeholders, the views expressed in this document are their own.
The content of this document is discussed within the Commission and with the Member States but it has not been endorsed, neither by the Commission nor by the Member States.
This preparatory study is not the second version of the European Interoperability Framework but will be one of the many inputs for the revision work as studies carried out at the same moment (the Modinis study on Interoperability at local and regional level, the EU Study on the specific policy needs for ICT Standardisation …).

The objective of the workshop is establish the state of development of eBusiness related standards in various fields, its further perspectives and problems encountered. In addition, it will provide evidence on the state of adoption of standards in business processes notably of SMEs, as well as on its barriers and enablers.
The workshop features prominent keynote speakers and panelists from the worlds of policy making, standardisation, business and academia. It will be opened by Ms. Wöhrl, Parliamentary State Secretary, of the Federal Ministry of Economics and Technology and by the Member of the European Parliament Mr Chatzimarkakis, rapporteur in the working group for competitiveness. The workshop is addressed to policy makers, SME support organisations and standardisation experts with emphasis on the application of standards in business processes notably by SMEs.
The German Presidency lends strong support to the issues of eBusiness standards, as enablers and stimulators of firms' competitiveness along the entire value chains.

The Cooperation Platform for Research and Standardization (COPRAS), together with its consortium partners CEN, CENELEC, ETSI, W3C & The Open Group, organises a major conference on ICT research and standardization, in the perspective of FP7.
The conference brings together all stakeholders involved in the research/standards interfacing process, and will feature well known speakers from both the research and the ICT standards communities, as well as representatives from the European Commission.
Areas addressed include:
- how passing research output through standards processes supports innovation, and helps projects bringing their results to the market;
- what are the major challenges IST projects face when cooperating with standards organizations, and how these challenges should be addressed;
- how should interfacing between research and standardization be organized in FP7, and what are the role and challenges for the European Technology Platforms in this respect;
- what are the main areas in ICT standardization where future closer cooperation with research projects in FP7 will be required;
- how can contributing to standards-making be made more attractive to research projects, and how this will contribute to Europe achieving its overall goal of furthering the Information Society and its position in ICT development;
- what are the recommendations from FP6 for the research/standards interfacing process in FP7, and how can COPRAS' results support improving cooperation between projects and standards organizations in the new Framework Programme.

The main objective of the Enterprise Interoperability Research Roadmap is to identify the main areas of research in the domain of Enterprise Interoperability.
The paradigm for doing business electronically is rapidly changing. New scientific concepts and disciplines, business economic models as well as societal models that re-define the context for doing business are emerging. They challenge the established research areas.
Beyond this, Europe has a unique opportunity to develop new business models that are not only sustainable in classic business economic terms for the private agents, but that are also consistent with the European values that underpin our society. These business models will be based on increasingly interconnected and interdependent networks of enterprises interoperating as nodes in “innovation ecosystems”.
Against this backdrop of change and changing context (see the keynote speech of Gèrald Santucci at the I-ESA’06 conference), and based on the results of the consultation workshops already held and available contributions, the Roadmap proposes a new orientation of Enterprise Interoperability research for FP7.
Specifically, the Roadmap gives recognition of and is guided by:
- The public interest dimension of Enterprise Interoperability as a strategic element of innovation ecosystems
- The needs of end-users of technologies and related services in enterprise networking, leading to research activities that have tangible impact above and beyond research
- SMEs as the backbone of European industry and the unique contribution of SMEs to innovation
- The need to open up the field of Enterprise Interoperability research by linking with other scientific domains and communities
- Reinforcing international co-operation from ideas generation to collaboration at project and possibly even at programme level
The new orientation is reflected in the Vision, the Grand Challenges, and the more detailed Research Challenges of the Roadmap

3 — Innovation in R&D, manufacturing and services
4 — SMEs and entrepreneurship

Enterprise Networks: how to overcome the obstacles to their effective diffusion?
Enterprise interoperability is key for the implementation of the idea of a knowledge based economy where networks of companies (and SMEs in particular) can gain advantage, instead of disadvantage, from the peculiarities of the European productive fabric of enterprises (many small companies, highly specialised, closely connected each other, highly flexible thanks to the diffusion of knowledge and very skilled people in the whole fabric).
Many technologies are available but there is a gap between their potentiality and their effective adoption, mainly among SMEs; the session is addressed to people that are interested to identify the gaps and to think about how we can try to overcome them.
This session aims to face this challenge from three points of view:
-experiences coming from the Athena IP and its pilots
-new approaches anc challenges to B2B standardisation
-new theoretical multidisciplinary approaches, i.e. enphasizing the ‘scale free’ paradigm.

What are the real opportunities?
What obstacles are companies still facing in order to do business electronically and how should they be overcome?
Interoperability boosts eBusiness
Developing eBusiness solutions that address the concerns of the market is a commercial issue. But the conditions need to be right to enable interoperable solutions to be developed. Conditions also need to exist to ensure that all sections of the business community have the opportunity to reap the benefits of interoperability. The record of eBusiness has consistently demonstrated the primary importance of interoperability between services, especially in a business-to-business context. Lack of interoperability constitutes a serious economic cost which continues to climb as the penetration of ICT deepens across European enterprises, both large and small.
Standardization – a way towards interoperability
Standardization activities have an especially vital role in catalyzing the development of interoperable solutions. The consensus building model of standardization provides an established mechanism for an inclusive approach to interoperability. CEN, the European Committee for Standardization, one of the three European Standards Organizations, has created an open consensus group aimed at identifying the barriers and giving recommendations as to how to solve them. The CEN/ISSS eBusiness Interoperability Forum (eBIF) started work two years ago, taking as its basis a "roadmap" produced by a small team of experts: see ebiz on cen/isss web site
Solutions for eBusiness users
eBIF has involved end-users of eBusiness solutions, different industries, vendors of ICT products and services, public administrations and standards bodies. In a business area characterized by shorter and shorter product cycles, eBIF has consciously sought a longer term view – business needs certainty in order to invest.
Thinking ahead…
We do not know exactly how business will be done by 2010 but, nevertheless, certain developments relating to various aspects of business, technology and standardization are becoming increasingly apparent.
More and more business transactions will be done electronically and, if the growth of the ebXML standard is taken as an example, more and more automatically by using computer systems. The internet will play a major role. Progressive businessmen are thinking ahead and anticipating these changes and their implied opportunities and benefits by adopting new electronic eBusiness tools.
Harmonization to overcome hurdles
eBusiness, however, requires a degree of harmonization of business processes, and indeed compatible standards for computer systems, to enable them to read and interpret correctly each others' data. Today, many systems cannot do this without special (manual) intervention or compatibility programmes. To overcome this efficiently requires seamless automatic cooperation. This process is called "interoperability" and is basically the single most important hurdle for businesses trying to use the internet for transactions.

The importance of good interaction and seamless cooperation
Interaction between organizations is dependent on a number of factors, in particular size, type of business, type of documents and type of computer interaction system. Many individual trading communities, or even geographical areas, use different solutions, and are continuing to develop new ones. In order for these different trading communities to transact with one another, interaction is needed. Large business and government organizations have powerful computers and usually they find ways to interact, but with difficulty. It is a long and costly process.
Things become more difficult if trade is taking place across national boundaries, or where interaction is required between small and big partners. Small businesses (SMEs) represent 50% of the European Unions GNP, but an even higher transaction volume, since the value of their transactions is usually small. So there must be good interaction with all partners across the supply chain including SMEs to achieve good results.
